Amazon rainforest to shrink 20% by 2030: study

Two Brazilian research groups said Sunday the Amazon rain forest will shrink by nearly 20 per cent by 2030 as farming, road construction and poor government surveillance speeds deforestation.

As many as 673,350 square kilometres of forest may be destroyed in the next 22 years, said the University of Minas Gerais and the Amazon Institute of Environmental Research, whose findings were reported by Rio de Janeiro's O Globo newspaper.

"The damage to the Amazon and to the planet will be irreparable," said researcher Britaldo Silveira Soares, predicting reductions in biodiversity and rainfall, along with an increase in greenhouse gas emissions as trees are burned to clear land.

A government plan to boost highway construction in the Amazon region will also speed deforestation, while poor police surveillance allows illegal logging and other environmental crimes to continue, researchers warned.

In the short term, preliminary figures from Brazil's Environmental Ministry show rainforest destruction accelerated between August and December, after three years of widely touted declines.

Brazilian President Luiz Inacio Lula da Silva said research is under way to confirm those figures and ordered extra federal police and environmental agents to monitor illegal forest clearing in 36 high-risk areas.

Officials promised to block new logging permits and fine those who buy anything produced on illegally deforested land.

Environmentalists say increased demand for soy and beef products has prompted farmers to carve fields and pastures from the Amazon and Sunday's study cites illegal logging as a top cause of deforestation.

Most of the world's remaining tropical wilderness lies in the Amazon, which covers about four million square kilometres and nearly 60 per cent of Brazil. About 20 per cent of the forest has already been razed.

Uncontacted Indian tribe found in Brazil's Amazon

An Indian tribe that has had no formal contact with Western civilization has been located in a remote Amazon region, federal authorities said Friday.

The Metyktire tribe, with about 87 members, was found last week in an area that is difficult to reach because of thick jungle and a lack of nearby rivers some 2,000 kilometers (1,200 miles) northwest of Rio de Janeiro, said Mario Moura, a spokesman for the Federal Indian Bureau, or Funai.

The tribe is a subgroup of the Kayapo tribe, and lives on its 4.9-million-hectare (12.1-million-acre) Menkregnoti Indian reservation, Moura said.

The Kayapo had no significant contact with the Metyktire until two tribe members inexplicably appeared at a Kayapo village last week, he said.

"We don't know why they decided to make contact now ... only time will tell. This is a very slow process," Moura said.

Uncontacted tribes are usually discovered when loggers and ranchers encroach on their territories.

Patrick Cunningham of the London-based Indigenous People's Cultural Support Trust, which is involved in an unrelated expedition in the region, said in an e-mail that the tribe speaks an archaic version of the Kayapo language and goes naked. Like many less-assimilated members of the Kayapo, the men wear penis sheaths and several have plates in their lower lips, he said. The women shave the tops of their heads.

Cunningham, who has not met the tribe, said the Kayapo believe it is was formed by a group of families who fled deeper into the forest when the pioneering Indian defender Orlando Villas Boas appeared in the area in the 1950s.

Megaron Txcucarramae, a Kayapo Indian and Funai representative in the region, met with the newly found group in Kremoro village and banned all but a medical team from entering or leaving, fearing the tribe could be more vulnerable to diseases than the Kayapo, Cunningham said.

Miriam Ross, a campaigner with the indigenous rights group Survival International, estimates there are more than 100 uncontacted tribes across the world.

"This proves that often we just don't know whether these people are there or not," Ross said by telephone from London.

About 700,000 Indians live in Brazil, mostly in the Amazon region. Some 400,000 live on reservations where they try to maintain their traditional culture, language and lifestyle.

Indians were pushed deeper into the jungle by settlers and it is relatively uncommon for the Indian Bureau to come across previously uncontacted native groups. The bureau said that it has learned from other Indians of a few uncontacted tribes in the western Amazon state, where the region's jungle is thickest.

Moura said anthropologists no longer attempt to contact those groups, but instead demarcate the land and wait for them to make contact.

Amazon Research Raises Tough Questions

Julio Tota stood atop a 195-foot steel tower in the heart of the Amazon rain forest, watching "rivers of air" flowing over an unbroken green canopy that stretched as far as the eye could see.

These billows of fog showed researcher Tota how greenhouse gases emitted by decaying organic material on the forest floor don't rise straight into the atmosphere, as scientists had supposed.

Instead, they hover and drift - confounding scientific efforts to unlock the secrets of the world's largest remaining tropical wilderness.

"What we've learned is the Amazon rain forest is much more fragile and much more complex than we had first imagined," Tota said. "My research is pretty specific. It's aimed at showing why all our measurements are probably off."

Tota is part of the Large Scale Biosphere-Atmosphere Experiment, a decade-old endeavor involving hundreds of scientists, led by Brazilians and with funding from NASA and the European Union. Their open-air "laboratories" are 15 such observation posts spread over an area of rain forest larger than Europe.

The project's goal is to make the best scientific arguments for why this vast rain forest - along with other endangered forests in Africa, southeast Asia and elsewhere - is essential to combating global climate change.

But as the first phase of the $100 million experiment draws to a close, its researchers acknowledge that the data have raised more questions than answers.

Scientists can now say with certainty that the Amazon is neither the lungs of the Earth, nor the planet's air conditioner. Paradoxically, the forest's cooling vapors also trap heat, by reflecting it back toward Earth in much the same way greenhouse gases do.

But a key question remains unanswered: Does the Amazon work as a net carbon "sink," absorbing carbon dioxide, or is it adding more CO2 to the atmosphere than it is subtracting, because of burning and other deforestation that have claimed an average 8,000 square miles - an area the size of Israel or New Jersey - each year of the past decade?

Scientists also can't predict every way in which continued destruction of the Amazon - for timber, for cattle ranching, for soybean farming - might affect global climate. But it will almost certainly lead to drier conditions over a wide area, since ground moisture taken up and evaporated through trees is recycled as rainfall.

Some computer simulations suggest deforestation could cause droughts as far afield as the U.S. grain belt, apparently because chain reactions in the atmosphere would shift the Polar Jet Stream and the precipitation it brings.

These questions take on new urgency as global warming's effects become ever more apparent, and as forests fall at a nonstop pace. In one sign of growing concern, Brazil's national leadership met in emergency session on Jan. 24 to deal with a sudden surge in deforestation after a three-year slowdown.

New studies suggest the Amazon may be approaching a tipping point, at which the drier conditions caused by deforestation will reduce rainfall enough to transform the humid tropical forest into a giant savanna.

If preserving the 80 percent of the Amazon still standing would help offset some greenhouse emissions, destroying it would almost certainly accelerate global warming by releasing perhaps 100 billion tons of carbon into the atmosphere - equal to some 10 years' worth of total global emissions.

"If you cut down all the tropical forests in the world, you may increase CO2 concentrations by 25 percent," said Brazilian climatologist Carlos Alberto Nobre. "It's important to keep the forests intact because we are in a global warming crisis and it's important not to reach a tipping point from which we can't come back."

Deforestation - both the burning and rotting of wood in the Amazon - already releases an estimated 400 million tons of carbon dioxide into the atmosphere every year, accounting for up to 80 percent of Brazil's greenhouse gases, boosting this country to sixth place or higher among emitter nations.

By contrast, each acre of rain forest that remains intact takes somewhere between 80 and 480 pounds of carbon out of the atmosphere each year through the process of photosynthesis.

The uncertainty in that range hints at the unknowns still puzzling researchers. In the next phase of the grand Amazon experiment, two airplanes will measure emissions higher in the atmosphere, to try to answer definitively whether the rain forest absorbs more carbon than it produces.

Viewed from above, the Amazon appears to be an almost uniform carpet of green, spreading over 2.7 million square miles and nine countries. But in truth, it's home to a wide range of ecological systems and micro-climates.

That's why Biosphere-Atmosphere Experiment specialists are helping design development models for each region, from managed logging to fruit farming to the low-intensity harvesting of forest products such as rubber, cocoa, fruits and ingredients for cosmetics and pharmaceuticals.

"We're looking at what all this means for the prospect of sustainability of the Amazon and how we can best inform decision-makers about sustained productivity and land use," Diane Wickland, who manages NASA's Terrestrial Ecology Program, said from Washington.

The experiment has already yielded troubling conclusions, Wickland said. Refined satellite surveillance, for example, finds that selective logging affects about as much area as clear-cutting, adding significantly to carbon dioxide emissions and casting doubt on whether managed forestry can save the Amazon.

Brazilian physicist Paulo Artaxo, a veteran Amazon researcher, said it's essential that Brazil, home to almost 70 percent of the rain forest, sharply slow the destruction of its woodlands. "There is no cheaper way to reduce emissions than by controlling deforestation," he said.

Scientists estimate it would cost about $1 billion a year in lost income for Brazil to end the clearing of forest by loggers, ranchers and farmers, largely giant soybean-growing conglomerates.

At the Bali conference, the world's nations decided to explore possible plans for compensating rain-forest nations for rolling back their rates of deforestation.

That money could come as "carbon credits," in the trading system under the Kyoto Protocol climate pact whereby industrial nations that overshoot their greenhouse emissions quotas can get credit for emissions reductions at power plants or other projects in the developing world. By awarding credits to rain-forest states, richer nations would now also be financing protection of carbon sinks.

The negotiations over such a complex global plan promise to be long and difficult.

New uakari monkey discovered in the Amazon rainforest

A previously unknown species of uakari monkey was discovered in the Brazilian Amazon, reports National Geographic News. The primate was identified after it was killed by Yanomamo Indians near the Brazil-Venezuela border.

"They told us about this black uakari monkey, which was slightly different to the one we knew from Pico de Neblina National Park, where I'd worked earlier," Jean-Phillipe Boubli, the University of Auckland researcher who described the monkey, told National Geographic News. "I searched for that monkey for at least five years. The reason I couldn't find it was because the place where they were was sort of unexpected."

Uakari monkeys are generally found in igapó and várzea (flooded river) forests, but the new species is found in a mountainous region.

The monkey is named Cacajao ayresii after José Márcio Ayres, a Brazilian biologist with the Wildlife Conservation Society who died in 2003.

Boubli says that because the new species is found in an unprotected area conservationists will lobby for the creation of a new park.

"The population is quite small, so they are quite vulnerable. I'm a bit concerned," he was quoted as saying.

The formal description of the species has been submitted to the International Journal of Primatology.

Saving the dying Amazon Forest

Time is running out for the Amazon rainforest. And the fate of the 'lungs of the world' will take your breath away

Deep in the heart of the world's greatest rainforest, nine days' journey by boat from the sea, Otavio Luz Castello is anxiously watching the soft waters of the Amazon drain away. Every day they recede further, like water running slowly out of an unimaginably immense bath, threatening a global catastrophe.

He pointed out what was happening, standing on an island in a quiet channel of the giant river. Just a month ago, he explained, it had been entirely under water. Now it was jutting a full 15 feet above it.

It is a sign that severe drought is returning to the Amazon for a second successive year. And that would be ominous indeed. New research suggests that just one further dry year beyond that could tip the whole vast forest into a cycle of destruction.

Just the day before, top scientists had been delivering much the same message at a remarkable floating symposium on the Rio Negro, on whose strange black waters this capital city of the Amazon stands. They told the meeting - convened on a flotilla of boats by Ecumenical Patriarch Bartholomew of the Greek Orthodox Church, dubbed the "green Pope" for his environmental activism - that global warming and deforestation were rapidly pushing the entire enormous area towards a "tipping point", where it would irreversibly start to die.

The consequences would be truly awesome. The wet Amazon, the planet's greatest celebration of life, would turn to dry savannah at best, desert at worst. This would cause much of the world - including Europe - to become hotter and drier, making this sweltering summer a mild foretaste of what is to come. In the longer term, it could make global warming spiral out of control, eventually making the world uninhabitable.

Nowhere could seem further from the world's problems than the idyllic spot where Otavio Luz Castello lives. The young naturalist's home is a chain of floating thatched cottages that make up a research station in the Mamiraua Reserve, halfway between here and Brazil's border with Colombia.

Rare pink river dolphin play in the tranquil waters surrounding the cottages, kingfishers dive into them, giant, bright butterflies zig-zag across them and squirrel monkeys romp in the trees on their banks. And an 18ft black caiman answers, literally, to the name of Fred; gliding up to dine abstemiously on sliced white bread when called. There is little to suggest that it may be witnessing the first scenes of an apocalypse. The waters of the rivers of the Amazon Basin routinely fall by some 30-40 feet- greater than most of the tides of the world's seas - between the wet and dry seasons. But last year they just went on falling in the worst drought in recorded history.

In the Mamiraua Reserve they dropped 51 feet, 15 feet below the usual low level and other areas were more badly affected. At one point in the western Brazilian state of Acre, the world's biggest river shrank so far that it was possible to walk across it. Millions of fish died; thousands of communities, whose only transport was by water, were stranded. And the drying forest caught fire; at one point in September, satellite images spotted 73,000 separate blazes in the basin.

This year, says Otavio Luz Castello, the water is draining away even faster than the last one - and there are still more than three months of the dry season to go. He adds: "I am very concerned."

It is much the same all over Amazonia. In the Jau National Park, 18 hours by boat up the Rio Negro from here, local people who took me out by canoe at dawn found it impossible to get to places they had reached without trouble just the evening before. Acre, extraordinarily, received no rain for 40 days recently, and sandbanks are already beginning to surface in its rivers. Flying over the forest - with trees in a thousand shades of green stretching, for hour after hour, as far as the eye can see - it seems inconceivable that anything could endanger its verdant immensity. Until recently, scientists took the same view, seeing it as one of the world's most stable environments.

Though they condemned the way that, on average, an area roughly the size of Wales is cut down each year, this did not seem to endanger the forest as a whole, much less the entire planet. Now they are changing their minds in the face of increasing evidence that the deforestation is pushing both the Amazon and the world to the brink of disaster.

Dr Antonio Nobre, of Brazil's National Institute of Amazonian Research, told the floating symposium - whose delegates ranged from politicians and environmentalists, to Amazonian Indian shamans and Roman Catholic cardinals - of unpublished research which suggests that the felling is both drying up the entire forest and helping to cause the hurricanes that have been battering the United States and the Caribbean.

The hot, wet Amazon, he explained, normally evaporates vast amounts of water, which rise high into the air as if in an invisible chimney. This draws in the wet north-East trade winds, which have picked up moisture from the Atlantic. This in turn controls the temperature of the ocean; as the trade winds pick up the moisture, the warm water that is left gets saltier and sinks.

Deforestation disrupts the cycle by weakening the Amazonian evaporation which drives the whole process. One result is that the hot water in the Atlantic stays on the surface and fuels the hurricanes. Another is that less moisture arrives on the trade winds, intensifying drought in the forest. "We believe there is a vicious cycle" says Dr Nobre.

Marina Silva, a fiery former rubber-tapper who is now Brazil's environment minister, described how the Government was finally cracking down on the felling by seizing illegally cut logs, closing down illicit enterprises and fining and imprisoning offenders. As a result, she says, it dropped by 31 per cent last year.

But even so, it has only returned to the levels it was in 2001, still double what it was 10 years before. And it has reached far into the forest after the American multinational Cargill built a huge port for soya three years ago at Santarem, some 400 miles downriver from here.

This encouraged entrepreneurs to cut down the trees to grow the soya.

The symposium flew down en masse to inspect the damage this had caused - vast fields of beans destined to feed supermarket chickens in Europe, where until recently there had been lush, trackless forest.

Priests and community leaders who were campaigning to protect the forest told us how they had received repeated death threats.

So far about a fifth of the Amazonian rainforest has been razed completely. Another 22 per cent has been harmed by logging, allowing the sun to penetrate to the forest floor drying it out. And if you add these two figures together, the total is growing perilously close to 50 per cent, which computer models predict as the "tipping point" that marks the death of the Amazon.

The models did not expect this to happen until 2050. But, says Dr Nobre, "what was predicted for 2050, may have begun to happen in 2005." Nobody knows when the crucial threshold will be passed, but growing numbers of scientists believe that it is coming ever closer.

One of Dr Nobre's colleagues, Dr Philip Fearnside, puts it this way: "With every tree that falls we increase the probability that the tipping point will arrive."

Brazilian politicians say that the country has so many other pressing problems that the destruction is unlikely to be brought under control, unless the world helps to pay for the survival of the forest on which it too depends. Calculations by Hylton Philipson, a British merchant banker and rainforest campaigner, reckon that it will take $60bn (£32bn) a year, less than a third of the cost of the Iraq war.

The scientists insist there is no time for delay. "If we do not act now", says Dr Fearnside, "we will lose the Amazon forest that helps sustain living conditions throughout the world."

Rethinking Amazon Conservation

Brazilian President Luiz Inacio da Silva opened September’s UN General Assembly debate with a call to bump up efforts to combat climate change. He pointed to Brazil’s environmental efforts, citing a three-year decrease of deforestation levels in the Amazon as an example. But, last week, the Brazilian government announced that deforestation levels experienced a marked increase in the last five months of 2007.

According to Brazil’s National Institute for Space Research, as many as 2,700 square miles of rainforest, or two-thirds the annual rate, was destroyed between August and December. As Nature magazine’s blog notes, the deforestation rate increased rapidly over the five-month period, from 243 square kilometers in August to 948 in December.

The government followed news of the rise of deforestation—attributed rising food prices, soy planting, and cattle farming—with warnings of repercussions. Brazil plans to step up policing in areas of illegal logged as well as new measures that will target and fine farmers operating on illegally cleared land. Lula also pledged to cut farm credits for the 36 municipalities with the highest rate of deforestation. Defending the new legislation, the president argued that Brazil already had enough available land for soy, sugarcane, and cattle.

However, some warn that the new laws may do little to stop the rising degradation. Roberto Smeraldi, who directs Friends of the Earth in Brazil, told Reuters’ AlertNet that penalizing areas where deforestation has already occurred could simply push loggers and farmers into adjacent municipalities. Others say environmental laws are rarely implemented in the Amazon region.

With global meat consumption growing and an increased ethanol demand fueled by U.S. maize subsidies, food prices rose sharply in 2007; some Brazilian farmers have taken advantage of the price jump by farming in the Amazon. Yet, Dr. Daniel Nepstad, an expert on the Amazon rainforest based at the Woods Hole Research Center, explain in an interview, rising prices could provide opportunities for conservation through incentives for responsible land use.

Ranchers and soy farmers could “increase their access to expanding domestic and international markets and to credit, and lower the risk of losing their land to agrarian reform” if they engage in legal land-use practices, he says. An essay published by the Social Science Research Network examines top publicly-traded Brazilian companies and their role in promoting sustainable practices in the Amazon rainforest.
